Renewable energy is getting more important each day, so this and other plans taking place are much needed in Turkey and elsewhere. We hope, Iraq & Syria will share their oil with others, as Turkey is sharing it's water with them. As of now, Iraq seems more close to Iran. In my opinion then it should want it's water from Iran instead of Turkey.
